To reshape the image of Scavengers, recyclers and community recycling stations, a complete chain operation model for recycling terminals has been established with full cooperation with EPA remodeling policies for resource recycling as well as carry out the management of Container manufacturer and importer with fees paid, the Environmental Protection Bureau, Kaohsiung City Government continuously promotes “resources recycling image remodeling and audit project” in 2016. There are a total of 10 major items with strategic framework for image remodeling, advance action, educational promotion and performance evaluation. The contractual operations were all satisfactory in the project implementation period. As of October 20, 2016, the achievement progress of various projects are as follows:（Ⅰ）Organize village recycling performance assessment: assist in the establishment of “thumbs up for village recycling in Kaohsiung” performance assessment program. A seminar was held on February 22 to help villages with administrative work regarding assessment verification after the ranking was announced. Meanwhile, an award ceremony was held at Tianhou Temple in Cishan on October 14. The e-leaflets of experiences shared by outstanding villages were provided at all village offices for downloading. （Ⅱ）Promote “Kaohsiung Clean Image Model Recycling Station”: 9 remodeling projects have been completed, including one fishing port (Chiehding Sampan and Raft Association), three communities (including community building), one organization and 4 schools. In addition, the current operation follow up of 17 recycling stations established from 2012 to 2015 has been completed. Among them, one station had been demolished and the remaining 16 stations are still in normal operation. （Ⅲ）Promote “Recycling Squad Cherish and Care for Great Kaohsiung” project for Scavengers: assisted in the establishment of a recycling squad promotion program and organized 4 Scavengers life counseling meetings at Dashu District Yunchiang Recycler, Cishan District Lida Recycler, Hsiaogang District Guangjeou Recycler and Chiaotou District Tienyi Antique Shop on May 30, August 11, 18 and September 21. 15 recycling squads were added and 20 Scavengers were introduced to join the communities for recycling services, meanwhile 20 sets of recycling classification objects and 98 sets of necessities were provided to Scavengers for use. In addition, 5 private enterprises were sought for raising cash value of recycling objects, totaling NT$150,000 to encourage and provide physical help to Scavengers. （Ⅳ） Organize resources recycling propaganda and promotion project: 8 communities were invited to participate in resources recycling seminars and join in activities on August 25. The purpose was to have participating communities exchange and share experiences through such activities. Besides, one additional recycling promotion spot was established at Kaohsiung MRT Main Station. （Ⅴ）Manage one activity of a cleaning squad to innovate and advance the recycling volume: proposed innovative and advance action plan on January 29. The plan is to arrange e-tickets (iPass credit value) for diversified recycling exchanges and establish the “City Love Recycling Network” to get e-redemptions for recycling activities providing databases for recycling redemption activities in the future. （Ⅵ） Manage resources recycling in remote areas and reinforce the recycling of waste pesticides and fertilizer containers: assist in setting up 3 resources recycling stations suitable for the life style of remote areas, complete the production of propaganda banners, purchase propaganda items and distribute recycling bags. Meanwhile, we provide assistance to summarize results of collecting and clearing of waste pesticides and fertilizer containers during the period from January to September 2016. （Ⅶ）Assist agencies to manage “mobile recycling education stops” for tour propaganda: continue the tour of resources recycling education via shuttle buses started last year and extensively cooperate with department stores and hypermarkets for the promotion. In addition, we have increased the number of propaganda seminars in remote areas, with a total of 32 seminars organized. （Ⅷ）Hold 2016 Southern Region Resource Recycling Seminar: the planning was proposed on February 19, and scheduled to be held at the Grand Hi Lai Hotel on June 27 and 28. The visitation site was Taiwan Sugar Museum in Chiaotou District, and a total of 243 recyclers attended the event. （Ⅸ）Provide counseling for the audit of business (import) volume related books and accounts filed by 100 Container manufacturer and importer with fees paid as appointed by the Department of Environment Protection Administration. The audit operation procedures were submitted on January 10, and the audit of books and accounts filed by 100 Container manufacturer and importer was completed. The total amount not paid of NT$1.296 million was found. In addition, 150 copies of the 2016 “Handbook for the Registration, Filing and Payment of Appointed Container manufacturer and importer Upon Announcement” were provided for to enterprises for reference. (Ⅹ) Propaganda and media promotion: 9 text resources for recycling promotion were planned to be sent to all district offices, with a total of 297 messages sent. Meanwhile, cooperate with Kaohsiung Mega City and Hanshin Department Store to organize recycling redemptions for 2 sessions in March and April. Through the production of propaganda, and promotion through printed media, the Internet and broadcasting, various media or propaganda needed to achieve the goals of environmental education and achieve trash reduction, resources performance assessment were provided to different groups.
